Low-lying excitations of neutron-rich nuclei with halo and skin structures have raised intriguing issues. The distribution of the transition strength in the continuum of such nuclei may reflect the twofold structure that is composed of a core and a surrounded cloud of very diffuse valence neutron(s). For instance, the Coulomb dissociation experiments on halo nuclei have revealed a concentration of substantially large E1 strengths at very low excitation energies.1–5)
